The Vermont Department of Financial Regulation is seeking an individual to serve as a hearing officer for contested matters before the Department. Specifically, the Department is seeking to contract with individuals to serve as hearing officers, in accordance with 3 V.S.A. Chapter 25, DFR Regulation on Administrative Procedures, DFR-2022-1, as amended, and such other applicable law, in hearings on contested cases pending before the Department. For each case not otherwise settled, withdrawn, or dismissed, Contractor shall conduct status conferences and hearings as are necessary to resolve the contested matter and shall render a proposed written decision including findings of fact, conclusions of law, and a proposed Order to the Department’s Commissioner within the time frame provided in Regulation DFR-2022-1, as amended. Services are on an as-needed basis and may require travel to the Department’s office at 89 Main Street, Montpelier, VT or, rarely, other locations within Vermont. Ability to conduct hearings virtually via Teams or similar technology is also required.
The Department anticipates the contract will start in September 2022. The selected bidder(s) will be expected to sign a standard contract with the State, including the Standard Contract Form and Attachment C, Standard State Provisions for Contracts and Grants.
